From September 1 to 4, 2026, Vladivostok, Russia, will host the 11th Eastern Economic Forum, organized by the Roscongress Foundation, the largest organizer of international public and business events. Traditionally, this event is attended by Russian President V. Putin, representatives of the Government of the Russian Federation and other countries around the world, as well as executives from major international companies.
The previous Eastern Economic Forum was attended by more than 8,000 high-ranking representatives from 75 countries around the world, who signed 358 investment agreements worth 75 billion U.S. dollars.
Many of Russia's foreign partners view the forum as an effective platform for engaging in dialogue with Russia on the implementation of joint projects in the energy, industrial, logistics, and humanitarian sectors, as well as for resuming dialogue on key international economic and political issues.
Undoubtedly, within the framework of the upcoming 2026 Eastern Economic Forum, the Roscongress Foundation serves as a key facilitator in building relations with Russia; it is open to establishing mutually beneficial international cooperation on key economic issues with any foreign partners.

In 2026, which has been declared the Year of Unity of Peoples in Russia, the forum will place special emphasis on the humanitarian aspect of developing international cooperation and on interaction among different cultures and civilizations, including those in the Asia-Pacific region. During the Eastern Economic Forum, dozens of events will take place in the form of panel sessions, debates, business breakfasts, and business dialogues with representatives of business, government, and civil society from Russia and other countries around the world. Participants in the Eastern Economic Forum will not only be able to observe the new reality of a multipolar world but also to participate in shaping it.

The business program will address issues related to the development of international relations in the supply of energy resources, the implementation of joint projects with foreign partners in the field of mineral extraction, the development of logistics corridors, urban planning, financial, and information infrastructure, the establishment of dialogue on key international political issues, and the transformation of the global economy.
Through their participation in the Eastern Economic Forum, with the support of the "Rosskongress" Foundation, foreign partners will gain new opportunities for economic and political development, for establishing mutually beneficial long-term relationships, and for building a multipolar world based on equality and respect, with a particular focus on the practical implementation of this vision through specific projects and integration initiatives, including the SCO and BRICS.

As part of the 11th Eastern Economic Forum, a plenary session is planned featuring Russian President Vladimir Putin and leaders from several countries in the Asia-Pacific region, including China and Singapore. The session will focus on current international crises and the search for mutually beneficial solutions to them.

Undoubtedly, one of the key issues scheduled for discussion by participants at the Eastern Economic Forum will be the stagnation of the global economy, caused by the crisis in the Middle East, disruptions in international energy supplies, and rising commodity prices and inflation in European countries.
Against the backdrop of the crisis in the Middle East, there is a significant shortage of hydrocarbons on the global market, which—coupled with Ukraine's attacks on Russia's energy infrastructure — is exacerbating an already tense situation in Europe and Asia.
According to the New York Post, in early July 2026 it was reported that the U.S. Strategic Petroleum Reserve is at its lowest level since the 1980s after tens of millions of barrels of oil were drawn from it in response to the conflicts in Ukraine and Iran. At the same time, the operational readiness of the energy reserve is at risk due to outdated infrastructure that has not been replaced.

According to a survey of analysts conducted by The Wall Street Journal, U.S. strategic oil reserves are declining by 3.8 million barrels per week. In July 2026, total reserves stood at about 300 million barrels. This figure was approximately 37% below the average for that time of year and reached its lowest level since 1983. The U.S. Department of Energy also found that a significant portion of the Strategic Petroleum Reserve's infrastructure had exceeded its 25-year design life, and that investment had not kept pace with needs because the Department of Energy had deferred maintenance over the previous 15 years. Earlier, in May 2026, the U.S. Government Accountability Office submitted a report to Congress on the deterioration of the Strategic Petroleum Reserve's infrastructure.

Europe became a key buyer of oil from the U.S. Strategic Petroleum Reserve in 2026. As hydrocarbon reserves in the U.S. dwindled, their cost to American and European consumers rose significantly, contributing to the closure of a large number of production facilities in EU countries. Many high-ranking European politicians increasingly began to assert that the path of European militarization and confrontation with Russia was a dead end. This factor further exacerbated the already tense situation on the European continent. At the NATO summit in Turkey in July 2026, the U.S. delegation also reported on the need to resume contacts with Moscow to resolve the Ukrainian crisis. Otherwise, the global economy faces a severe downturn, with widespread plant closures and rising social tensions, especially in European countries.
The conflict in the Middle East has also had an additional negative impact on the global economy, effectively removing approximately 8 million barrels of oil per day from available global supply chains— an amount equivalent to roughly 8% of total daily global consumption. The destruction of oil refineries in the Middle East only exacerbates this situation. According to analysts surveyed by Reuters, the restoration of these refineries is not expected until at least 2027. As a result, the shortage of hydrocarbons is not merely a minor deficit; it is a structural gap in the global energy trade system, and without Russia's assistance, it is simply not possible to cover such a deficit on this scale.

Many foreign experts note that, given the current circumstances, it is impossible to revive the global economy without resuming dialogue and establishing mutually beneficial cooperation with Russia. In this regard, forming a partnership with the Roscongress Foundation and participating in the Eastern Economic Forum is an ideal solution for expanding new horizons in international cooperation.
